Submitting Individual Plans During Open Enrollment

To assist you with submitting individual applications, My Savoy Benefits has created an FAQ guide to help you navigate enrollments during the Open Enrollment Period, which starts November 1st.
Do I Need to Be Appointed with Every Carrier?
My Savoy Benefits has created the following broker checklist to ensure that you are ready to sell for the upcoming Individual Open Enrollment season.

Please be reminded that commissions will not be paid unless your Exchange and carrier appointments are in place prior to submitting an application. This also applies to your renewing business.
What Is the Submission Process for Off-Exchange Applications?

- Horizon accepts VISA, Mastercard, Discover, or a copy of a voided check. When paying by credit card, please make sure to include the 3-digit security code on the back of their credit cards.

- The carrier will bill the members directly. Please make sure to remind them to make a payment once their first month’s invoice is received to ensure that they receive their ID cards on time.

What Do Existing Clients Need to Do?
Please continue to stay in touch with all existing clients. If your client happens to contact any of the carriers directly to discuss their renewal notices or make any plan changes, you will run the risk of being removed as the Broker of Record (BOR) for commissions purposes.
- Members who are renewing “as is” (applies to off-exchange members only): Nothing further needs to be done as the carrier will automatically renew members.
- Submitting plan changes: Existing members are encouraged but not required to submit a payment method when requesting a plan change. This will ensure that new ID cards will be generated on time. If you are submitting a conversion for an existing member but you are not the broker and Savoy is not the GA, please note that this would serve as your BOR during open enrollment. No additional BOR form will be required.
- Marketplace members: Please remind your members to make sure they update their estimated adjusted gross income (AIG) for 2025 to determine if they continue to qualify for a subsidy or not.
How Are Broker of Record (BOR) Changes Processed?
Horizon BCBSNJ:
For submitting BORs for any existing members who do not wish to make a plan change, the current BOR form can be downloaded here:

Please note that this only applies to off-exchange enrollments.
Additionally, be sure to submit all BOR changes by December 31
st as per Horizon’s guidelines during OEP. Anything received after that date will not be processed.
All Other Carriers:
Submitting an application to Savoy will serve as your BOR whether it is for an existing member looking to make a plan change or looking to switch to another carrier.
On-Exchange:
BOR’s can only be processed through the Marketplace by contacting them directly or by having the member designate you as their BOR.
What About Clients Who May Be Eligible for A Premium Subsidy?
If you believe your client may qualify for a Premium Tax Credit subsidy, please visit
GetCoveredNJ (for NJ residents) or
Pennie (for PA residents)—and be sure to enter the agent’s name and NPN to be recognized as the Broker of Record.

Am I Able to Have My Own Carrier Broker Portal Account?
If you wish to submit your AmeriHealth, IBC and Horizon enrollments directly through your Broker Sales Portal, you may do so. If you wish to be set up or check your account status, please send us an email us at
individualenroll@savoyassociates.com.
Otherwise, please ensure that all applications, change requests, or any individual inquiries are emailed directly to our Individual Enrollment Team at

What Are the Broker Commissions Rates?

What Are the Deadlines for Submitting Applications?
New Jersey:
Members who wish to have a 1/1/2025 effective date must apply no later than 12/31/2024. Otherwise, the next available date would be for a 2/1/2025 date.
New Jersey’s open enrollment deadline is January 31, 2025. Any applications received after that will require a triggering event.
Pennsylvania:
Members who wish to have a 1/1/2025 effective date must apply no later than 12/15/2024. Otherwise, the next available date would be for a 2/1/2025 date.
Pennsylvania’s open enrollment deadline is January 15, 2025. Any applications received after that will require a triggering event.
Delaware:
Members who wish to have a 1/1/2025 effective date must apply no later than 12/15/2024. Otherwise, the next available date would be for a 2/1/2025 date.
Delaware’s open enrollment deadline is January 15, 2025. Any applications received after that will require a triggering event.
